Radiation exposure and surveillance from devices, apps and towers have been issues of mine for years. I have several videos on YouTube and a number of Legislative updates on this topic in my Substack archive.
You may remember that I was the only person who voted against the big telecom bill HB2365 in 2017 as a freshman Legislator … 89-1. I voted for it reluctantly when it first passed the House but later regretted that vote. The Senate dramatically modified HB2365 and sent it back to us for another vote. Many pages were added to the bill that originally passed the House. It was very technical and complicated, it included accelerated depreciation on … lots of stuff … and we had no time for a policy staff explanation before the vote.
There are two reasons I voted NO: 1) we didn’t know what we were voting on because it was so complex and 2) it looked like a telecom tax giveaway. Those were good enough reasons to vote “no,” in my opinion.
At the time, I didn’t realize that buried in that bill was preemption of local control regarding placement of new 5G towers. HB2365 gave the telecoms the ability to put the new 5G towers anywhere — including in homeowners’ curb lawns — with little or no warning.
Not long after that bill was implemented, I started getting constituent calls, meetings and emails about the towers. You can hear complaints from a Midtown homeowner in Part 5 of the Legislative listening event on 5G below. The Arizona bill became the basis for national telecom legislation.

In September 2020, I hosted a Zoom panel discussion that focused on different aspects of 5G. People in Midtown Tucson were up in arms about the proliferation of 5G towers in the neighborhoods (thanks to the passage of HB2365). Here are the six video segments from that event. Then state Representative Domingo DeGrazia, who is a privacy expert, is the speaker in Part 4. Then City Councilman Steve Kosachik makes a guest appearance at the beginning of Part 6. The proliferation of 5G was an issue we had in common.
